THE IMPORT CONTROL SYSTEM 2 (ICS) RELEASE 3

Under the Union Customs Code (UCC), the Import Control System 2 (ICS2) is a new system primarily focused on safety and security for maritime, inland waterways, rail, and road transport. This update will go into effect from June 3rd, 2024, and gradually replace the current system. Accordingly, all imported consignments from third parties into the EU are subjected to this system, and parties must provide data filing on goods sent to, or through the EU before their arrival, through the Entry Summary Declaration (ENS). Therefore, carriers and forwarders should collaborate to provide the most detailed and accurate information data, avoiding delays and violations. 

  To support gradually connecting parties to ICS2, EU member states may grant limited access during the implementation period: 

From June 3rd, 2024, to December 4th, 2024 (for maritime and inland waterway carriers). 

From December 4th, 2024, to April 1st, 2025 (maritime and inland waterway house level filers). 

From April 1st, 2025, to September 1st, 2025 (road and rail carriers). 

If the trading parties are not prepared, or don’t provide data required by ICS2, the goods may be stopped at the EU border and won’t be cleared by Customs authorities.
