ST24, ST25 rice eligible for the tariff quotas when exported to the EU?

The issue of whether “ST24, ST25 rice exported to the EU enjoy tax rate of 0%” has recently become the latest concern of rice export businesses in the EU.  

However, the Ministry of Agriculture and Rural Development has confirmed that the information regarding “ST25 and ST24 fragrant rice enjoying tariff quotas for export to the EU market” is inaccurate. According to the EVFTA, there are nine types of fragrant rice varieties exported to the EU that are eligible for tariff quotas: Jasmine 85, ST5, ST20, Nang Hoa 9, VD 20, RVT, OM4900, OM5451 and Tai Nguyen Cho Dao 

This list was established before 2015 (when the EVFTA negotiations concluded). 

After nearly 4 years of implementing the agreement, Vietnam is proposing to adjust the list of fragrant rice varieties for export to the EU, with a 0% tariff within the quota to reflect the current reality of Vietnam’s rice exports.  

Negotiations to adjust and supplement the list of fragrant rice varieties are being coordinated by the Department of International Cooperation in collaboration with the Department of Crop Production to work with the EU. 

So far, no final decision has been made to add any additional fragrant rice varieties to the list of varieties entitled to tariff preferences within the quota when exported to the EU market.
